1. The Meta in Short
This issue covers the last four full weeks of OP17 in the West, from September 13 to October 10, 2026. Mihawk's ban kicks in on October 12, but online it was already gone: under 1% of the seats in each of the last two weeks. So half of this window is the format with Mihawk and half is the format without it, and the second half is the one to look at if you're picking a deck now.
- Rocks answered back. Last issue, Rocks took one seat in five and Black Luffy punished it. This week Rocks dropped to 14% of the field but won 54% and took the most top cuts of any leader. It's S tier on last week alone.
- RG Luffy & Ace is still the best deck on the board. The highest win rate of any ranked leader over the four weeks, and above 56% in each of the last three. S tier again.
- Black Luffy keeps winning games, not events. 53% over the window, and still the lowest conversion of any ranked leader. Last week it had five top cuts, its best week of the window.
- Robin is fading out. From 14% of the seats in mid September to 3% last week. B tier again.
- Mihawk is off the tier list. Online nobody plays it anymore. Offline it kept placing while it was still legal, but from October 12 it can't be played anywhere, so we left it out.
