1. Introduction
The Elbaph package was printed for this leader, and this is the only deck that gets all of it. Rodo and Gerd, the two cards that sit dead in every other Elbaph shell, are live here, and they're live from turn one.
The reason is one line of leader text: your Characters with a cost of 12 or more gain [Blocker]. That turns a 1-cost 2000 into a 13-cost wall, and it means the cheapest cards in your deck are also the hardest ones for your opponent to remove, because almost every removal effect in the format reads cost, not base cost.
So you get a deck that attacks like an aggro deck and defends like a control deck. Two-cost bodies that swing for 5000 on both turns, behind a row of blockers that cost you one or two DON!! each. The games you lose are the ones where you never assemble the wall, or where somebody tips it over sideways.
With Mihawk gone, this is also the deck built for the room. Rocks took one seat in five in the first week the field played without Mihawk, and Rocks has to attack into blockers to keep its engine running. Black Luffy won 55% of its games that week, and four in five against Rocks.
